loadmon.ncf contains the minimum elapsed transaction times for the transactions which are used to calculate the Availability Index. It is inapproprite to modify these yourself. Do you have a problem that is leading you to think that editing loadmon.ncf will help? If so, what is that problem?

Please note that the calculation of availability Index in 6.* has some problems and a future Maintenance Release will contain adjustments to the AI calculation to solve these problems.
